Phase I created the foundation for Greenway Compact planning in the county. It developed and implemented a Compact strategy within the Historic River Towns of Westchester (HRTW) and encouraged intermunicipal coordination, such as the development of the riverfront Greenway Trail. Phase II will include refining, expanding, and publishing the HRTW planning process into a user friendly format that encompasses the remaining planning regions in Westchester County. It will also include a library of resources on a compact disk. Carmella R. Mantello, Executive Director of the Hudson River Valley Greenway Communities Council stated, "The Compact Plan encourages regional planning to help municipalities tackle common planning issues that transcend municipal boundaries." In Phase II of the plan municipalities will have immediate access to grant applications, links to local planning resources, copies of existing plans such as Patterns and the Hudson River Greenway Community Planning Guide. The disk will also include model ordinances that have been effectively used by Westchester municipalities to tackle many planning issues. The Hudson River Valley Greenway is a Sate program within the Executive Department, established by the Greenway Act of 1991. It is designed to encourage Hudson River Valley communities develop projects and initiatives related to the criteria of natural and cultural resource protection, regional and local planning, economic development, public access to the Hudson River (as well as other regional and local resources), and heritage and environmental education.
